Civil Marriage Ceremonies

Effective March 1, the County Service Center in Santa Ana and the North County branch office in Anaheim will resume in-person service.

The following services will be available to walk-in customers at the County Service Center in Santa Ana:

Birth, death, and marriage records • fictitious business name statements • real property recordings • official records copies • notary public registrations and oaths • all professional registrations • EIR filings.

The following services will be available to walk-in customers at the North County branch office in Anaheim:

Birth, death, and marriage records • marriage services (by appointment only) • fictitious business name statements • official records copies • notary public registrations and oaths • EIR filings. (No real property recordings).

All marriage services will be available by appointment only. The Old County Courthouse in Santa Ana and the South County branch office in Laguna Hills will remain closed to all other walk-in services. Click here to schedule an appointment.

Civil Marriage Ceremonies

Civil non-sectarian wedding ceremonies are $28. Ceremonies can be performed at the department's North County Branch Office in Anaheim, the South County Branch Office in the Laguna Hills Civic Center and at the Old County Courthouse in Santa Ana by appointment only. A marriage license must be purchased prior to the ceremony. Both individuals must be able to read, speak, and understand English. If not, the couple must bring a witness who can also serve as a translator to have a ceremony performed. The department does not provide translation services.

  • A public marriage license must be signed by at least one witness present on the day that the ceremony is performed.
  • The couple must provide one witness if they are a having a marriage ceremony performed after having obtained a public marriage license. The department will not provide witnesses under any circumstances.
  • A marriage ceremony will not be performed if a couple doesn't have a witness present who can sign their public marriage license and who can physically witness the marriage ceremony.
  • All marriage ceremonies will be performed at the service desk/counter. Ceremony rooms are not available at this time.

The department will be implementing strict social distancing guidelines as well as the following restrictions to ensure the safety of the couples and staff:

  • For couples who have already purchased a public marriage license and are looking to have a marriage ceremony performed, only the couple and one witnesses may be present. No guests allowed.
  • For couples who have already purchased a confidential marriage license are looking to have a marriage ceremony performed, only the couple can be present. No guests allowed.
  • Couples must present valid government issued photo identification at their appointment.
  • All marriage ceremonies will be performed at the service desk/counter. Ceremony rooms are not available at this time.
  • No walk-in applicants will be taken during this time.
